The last ten years have witnessed a profound change in vocational education in the Netherlands. The central focus was to modemize education and to enhance its attractiveness. In the establishment of large regional institutions of vocational education called ROC’s the main objectives were the use of the benefits of information technology, better links between educational programmes and work performance and a readiness to incorporate developments in the market place. From the outset, it was recognized that professional workers constitute the main working force and are the prime engine for national economie productivity. Therefore, it was felt necessary to revitalize vocational education by issuing several initiatives.
